The Combination of Scientific Investigation and The Usage of Information Technology in Resolving Fishermen’s Educational problem – Fisherman is a word that is familiar to our ears. Since childhood, our teachers or parents certainly have taught us the various types of professions or jobs carried out by humans. One type of work or profession is fishing. According to Jaiteh et al (2017), a fisherman is a person whose livelihood is fish catching.  When we hear the word fisherman, the thing that comes to mind is their poor life. As someone whose job is to do fishing or other biota in the sea, fishermen’s lives are very dependent on thr sea. The quantity of the catch will certainly affect their income. Erratic fishermen’s income often makes their standard of living is decreasing and they are far from prosperous.

Actually, when we hear the word fisherman, the thing that comes to mind is their poor life. As someone whose job is to do fishing or other biota in the sea, fishermen’s lives are very dependent on seafood. The quantity of the catch will certainly affect their income. Erratic fishermen’s income often makes their standard of living is decreasing and they are far from prosperous. According to Brotosusilo et al (2016), as a maritime country, Indonesia has beaches longest in the world, with a coastline of more than 81,000 km. Of the 67,439 villages in In Indonesia, approximately 9,261 villages are categorized as coastal villages most of the population is poor.

Ironic indeed because their fate is inversely proportional to the abundance of natural resources contained in the Indonesian seas. If we understand from this, fishermen should be able to live prosperously and prosper. Various policies and programs have been issued by the government to improve the welfare of fishermen. Even during the reign of President Abdurrahman Wahid was formed by the Ministry of Maritime Affairs and Fisheries to show the government’s commitment to the world of fisheries. However, the welfare of fishermen is still poor. Policies and programs that are existing empowerment are only a formality.

According to Fitrianggraeni (2019), 70% of fishermen’s education only reaches elementary school. In general, the education of fishermen in Indonesia, especially fishermen along the north coast of Java, is only up to the elementary school level. It is so influenced by the economic inability of working parents as fishermen to send their children to school. Ahmad (2018) stated that efforts towards an Indonesian nation that independent and highly competitive cannot be separated from the National Education. This is because education is the main force as a driver of development national. Lagging behind mastery and understanding of science and technology will lead to the power competitiveness of a nation at the international level becoming weak.

Moreover, information technology and scientific investigation can be used as a benchmark for the progress of our fishermen’s education. The important role of education in a country is much. But, one of them due to educational elements such as children (students), is a relay milestone of a country that can create pattern changes think of fishermen’s children so that they can reduce the poverty chain of fishermen in Indonesia. In the education sector, the problems experienced by fishermen are fundamental problem. The marginalization of these coastal people has a lasting effect on the level of education. Creating learning as an effective means of communication is one thing important in education. According to the process of teaching, learning, and scientific investigation are essentially the process of communication.

Communication process namely the process of conveying messages from message sources through channels or media to the recipient of the message, the messages are in the form of teaching content and the education in the curriculum is poured by the teacher or other sources into it symbols of visual and verbal communication. Along with the development of the times, modification of learning patterns needs to be used by educators so that students feel more interested in learning activities. One type of modification of learning patterns is to take advantage of advances in information and communication technology to enhance the dignity of fishermen.

Education policy must necessarily adopt scientific investigation to resolve the problems. Education does not only function to reveal potentials that exist in humans but also functions to control potential that has been developed so that it can be useful for the improved quality of humans (Bauer, 1992). Technology information and communication have added value that makes the process of decision-making more interesting, efficient and effective to improve competence and critical thinking and resolve various educational problems. The utilization of information and communication technology with the combination of scientific investigation is a key to breaking the limitations access of fisheries to get higher education. Utilization of information and communication technology with a combination of scientific investigations will be able to produce government policies that are pro-fishermen.
